Front End Shimmy

Has anyone had problems getting rid of a front end shimmy that seems to be worse at 35-45mph and then smooths out? I have had the wheels balanced and that helped a little but didn't eliminate the problem. 2001 TT Roadster Quattro

could be axles or wheel bearings or CV joints... any noise under turning at slow speed?
