Rocker panel drain tubes

I am missing a couple of the plugs (drain tubes) in the underside of the rocker panels and am going to replace them, but before I do a question. Should I or has anyone had the inside of the panels Zeibarted before replacing any of the plugs? Obviously water does get into this area hence the tubes, but I am concerned about the interior rusting through. Also, the leading edge of the panels, directly behind the front tires needs repainting. Any tips on getting this done?
